"Given the violence we have
experienced in the last decade, the responsibility for the safety
and security of children is weighing even more heavily on the
school community. Resource officers, emergency plans, code words,
contingencies, cell phones, locked doors, ID badges and many
other security devices and schemes are all now part of our educational
vocabulary. Silent Universal Signals must be an essential ingredient
of the safety and security plan for every school in America.
This common element will enable all those responsible for the
safety of our children to effectively communicate during the
many minor incidents and the thankfully few major crisis situations."
Homer H. Kearns, Ph. D.
Past President of the American
Association of School Administrators and Superintendent of Schools,
Salem, Oregon (Ret.)

There is no question
that Silent Universal Signals will become an essential tool in
creating and maintaining safe learning and working environments in our schools
and communities. Communications is the linchpin of crisis management planning
and Silent Universal Signals goes a long way in allowing school
administrators and emergency personnel to be more efficient and effective when
responding to a crisis situation on campus. This program will save lives!
I look forward to getting this program integrated into
the campus public safety environment. It is my hope the University of
Portland will become the national role model in using Silent Universal
Signals as part of an integrated emergency and crisis management
program. I strongly recommend the implementation of this program in every
campus safety program in the nation.
